The City of Port Alberni is evolving its approach to asset management—shifting from a passive leasing model to a more active economic development strategy. This change is guided by the upcoming termination of the Port Alberni Port Authority (PAPA) lease at Clutesi Haven Marina, the need for infrastructure repairs in the coming years, and the growing demand for visitor accommodation options in the community.

As part of this strategic shift, the City will assume direct operation of Clutesi Haven Marina. This move will allow us to:

  • Upgrade aging marina infrastructure
  • Enhance safety and user experience
  • Install new amenities to better serve residents, visitors, and businesses
  • Activate the site through leases of sea cans and continued leasing of the food truck area
  • Unlock the broader economic potential of City-owned waterfront assets

This transition supports Council’s long-term goal of strengthening the waterfront as a vibrant community and economic hub.

WHAT'S HAPPENING NOW

To ensure continuity for marina users, the following commitments are in place:

  • All currently occupied slips will be honoured.
    Users with existing moorage will receive new agreements directly from the City.
  • The City will adopt PAPA’s existing waitlist.
    Those already on the list will retain their position and seniority.
  • Planning is underway for infrastructure upgrades and site improvements.

The City is committed to maintaining safe, reliable operations during the transition period while preparing for long-term enhancements.
