Port Alberni is developing a Stormwater & Combined Sewer Overflow (CSO) Master Plan for a bright and resilient future!
The Stormwater & CSO Master Plan aims to assess the condition and performance of Port Alberni’s stormwater and sewer systems, including a review of existing policies and bylaws. Both short- and long-term infrastructure plans will be developed to maintain and upgrade the network, support community growth, and reduce negative impacts on local waterways.

This master planning work will result in a comprehensive strategy for managing Port Alberni’s stormwater and sewer systems. It will include an evaluation of storm sewers, combined sewers, and overflow diversion chambers, as well as plans for the continued sewer separation to improve system efficiency and reduce overflows. Key infrastructure components such as drainage ditches, culverts, urban streams, outfalls, and catch basins will also be evaluated to ensure proper water flow and mitigate flooding.
Stormwater retention and infiltration systems, renewal and replacement strategies, and updated design guidelines for stormwater construction will be addressed. The plan will:
- set clear service standards;
- outline management guidelines for new developments; and
- establish measures to improve stormwater quality.
To further protect the community, the plan will include stormwater and erosion control bylaws and flood risk management, helping to safeguard homes, businesses, and the environment from future challenges.
The Stormwater & CSO Master Plan aligns with the city’s Corporate Strategic Plan goals of renewing infrastructure in a sustainable and environmentally conscious manner and providing quality services to residents. The plan will be closely integrated with the upcoming Wastewater Master Plan.
The project team will engage with residents, agencies, and interest groups to establish service goals, update policies, and revise bylaws where necessary to improve system management.
Planning Process
The planning process will take place in three phases.
- Develop Preliminary Plans and Policies (spring - summer 2025)
- Community Engagement (fall 2025)
- Develop and Adopt Master Plan (late 2025)
